Forcing X windowing system (KDE, preferably also GNOME) screen lock?

Is there a way to force every user to have screen locked after certain time of inactivity when running X windowing system, KDE mostly but GNOME would be nice too. I know that everyone can set it theirselves but I want no one to be able to REMOVE the automatic lock to ensure desktops are not left unlocked for extended times. In "that other OS" there is a nice global policy to force screen saver with lock after x minutes of inactivity so that is something that I am looking for.

I don't think so.

You can set the initial defaults for the user (via the skeleton setup files), but the users have the control they need for their use.

Besides, every screen lock program I've ever seen can be defeated... just put a book on a key and leave.

One of the problems that prevent this are those that use the display for computation purposes (image generation for one). When the screen gets locked, so does the use of the display...
