file permissions for html file
 
Why the typical file permission of .html file stored on a linux webserver is 664?

Why not 644?

Why do we have to let group users able to write those html files?

What do you mean by "typical file permission", administrator of server decide about that, and why do you think that 644 is better? Besides in some situations its more suitable to have write permissions for group, because when you have group of webmasters and one of them need to do changes, it can belong to that group and do changes, regardless who was the initial owner.
