Enable a user for FTP but disable for SSH?

I am running an FTP service on a RHEL5 server. I created a new user that could log into the FTP service using /etc/passwd and /etc/shadow. But that means the user can now ssh into the server. Is there a way I can create a user that can log into the FTP service but can't log in via ssh? Or is there a firewall/security configuration change I can make?

Thank you for your help.

You could use the DenyUsers directive in sshd_conf:
