Does Mint 18 ship with Apparmor and SELinux?
 

Does Mint 18 MATE come with Apparmor and SELinux out of the box? If not, how is it installed?
In a terminal, is there a question to type to check?

Just as a heads up, from what I see here, it's not a good idea to run both at the same time. You may need to just pick one to install.

As to whether the programs are installed or not, you can use the suggestions mentioned here. Or you can use your package manager (I'm guessing Synaptic) to verify this, as well. :)

what is the terminal command in Mint to install SELinux?

I took a look in Synaptic.

should install the basic SELinux package.

basically NONE

installing se on a debian based os is a bit complicated

I ended up choosing apparmor because that seems to be Mint's choice.
