For KDE goto Control Center > Keyboard Shortcuts > Global Shortcuts and modify the or delete the shortcut for Alt_Ctrl_Del. No idea in Gnome.

You can disable it in the system in the /etc/inittab by adding:
Code:
ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -r now
Now you must allow the users to shutdown the computer by adding (the usernames) in the file /etc/shutdown.allow.
