chown error

Hi,
I have a web server up and running.. I am getting this error message from proftp from an IP number. I am not sure what to do about it. Can anybody disect this error message and point me to where I can fix it.

Jan 12 07:00:34 xxxxxxxx proftpd[24304]: node.name(207.246.1.159[207.246.1.159]) - chown(/var/www/html/weather/vws737.jpg) as root failed: Operation not permitted

This message is coming up every 2 minutes. I know where it is coming from (a weather station) and I know what he is trying to do. 207 number is trying to connect to my web server so it can transfer data to the web server. What is causing this error?

Thanks for your help

It looks as id the user doesn;t have privilages to change file permissions as is done by "chown".

thanks david. is it proftp or the user that is running the FTP process from the IP number that is trying to change the permissions. ?

Both - the user is asking the daemon to do it. Take a look at your config and see if you allow changing of permissions.

david,
would that be proftpd.conf? Not sure how proftpd works. I have a unique setup on my webserver. I found that when a user creates a file, they become the owner and the group can't do anything with the file. I had to create a few cron jobs that run on the minute to change the ownership of the file back to admin and another one to insure that they have write permisisions to the file. SLowly but surely I am getting the bugs out.
