660 = rw-rw---
maybe you mean
640 = rw-r----
In the case of 640, someone in the group who does not own the file can only read it. In the case of 660, someone in the group who does not own the file can read and write to it.
Also note that the x bit can be for permission to execute (for an executable) or permission to enter (for a directory).
