My first thought would be to check the documentation for settings that could influence timeouts, "less than 1 second!" is rather short;-p, and the
GNOME GDM bug tracker and
Red Hat Bugzilla wrt GDM for similar bugs or remarks. Also check the gdm mailing list archives which you'll find via the
GNOME GDM web site. Maybe it could also be interesting (or not ;-p) to have a look at the actual
GNOME GDM GIT tree, it's not uncommon for comments to hold pointers. That said, some conversations on the gdm mailing list point to GDM being "just a dumb interface" to what PAM offers and you know that with the move from GNOME2 to GNOME3 a lot of previously configurable options have simply disappeared and a 1 sec warning justifies filing a bug report IMO.
