What's happening is this: the film industry can't stop people downloading films or music. There are too many. So like the British Govt. they want to shift the responsibility for content to the isps. (or here the internet cafe) There are not so many of them. Easier to find and prosecute. But constructing laws just for this purpose may be tricky! At the mo the isps can just say 'we are not responsible for content' and they are not liable. That may change. I don't know what happens to the isp if it hosts say child pornography, but I suppose they will be, at least in some way, made accountable.
