Depending on what FTP daemon you're using, you can use the /etc/ftpusers file, which allows you to list users that you do not want to allow ftp logins. Some daemons also allow you to create a directive in the ftp config file to restrict acces. If your ftp service is run through inetd/xinetd then you can use the /etc/hosts.deny (this also works if your daemon is compiled with libwrap).
