Best place to start IPTABLES Firewall?

I use Mandrake 10.1 and I was wondering where the best place is to start an IPTABLES firewall? I was starting it right after S10network. Now I am starting it right before S99local. My internet access is dial-up.

I would start them before network comes up so that there is no chance of something slipping while the computer is booting up the services.
