apf firewall throttles apache

Running the default conf.apf file settings for apf seems to cause a link checker program like xenu link sleuth to timeout on a larger site by getting lots of connection failures. When i suspend apf and run it, it goes through faster and without any errors.

What settings should I "tweak" in the conf.apf file to allow link checkers to complete, but still offer protection against simple DOS scenarios? Should I adjust ICMP_LIM from the default of 14/s? Disable SYSCTL_TCP?
