Think about it. If you hack and get caught you go to prison. Good hackers are like ghosts, nobody even knows they were there. These guys hack and want to get caught. It doesn't make sense. This is an inside job. Same goes for the supposed "terrorists".

What good does it do to bring done some government (or business) website that hardly anyone visits anyway?

It's the internet equivalent of t-ping somebody's yard.

Mostly because they can put it on the propaganda networks and say "look at what there cyber terrorists are doing, we need an internet patriot act".
