Want to know if Xen Server could be installed in a corei3 cpu

Yes, you can check if your processor supports Intel® Virtualization Technology

Note : A processor with Intel® VT does not guarantee that virtualization works on your system. Intel® VT requires a computer system with a chipset, BIOS, enabling software and/or operating system, device drivers, and applications designed for this feature

However if you are going to build small VMs for application development, I would prefer ESXi.

For free ESXi

Number of cores per physical CPU: No limit
Number of physical CPUs per host: No limit
Number of logical CPUs per host: 480
Maximum vCPUs per virtual machine: 8
