A good rule of thumb is to format during install from the install disk.
Perhaps you mean partition. GNU parted is worth looking at:

The only thing that is hard is that you need to read enough documentation to know what you are doing.
Sometimes it is easier to delete an existing partion or create new partitions before install.
With a simple install you can usually partition and format from the install disk.
