Windows equivalent of disc scan and error repair?
I tried to use live fedora CD but it detected that my disk is failing and that I have many bad sectors in the hard disc. Is there any program like windows to scan and repair the hard disk??

use the system rescue cd or parted magic live cd to do that.
do not fsck mounted drives #man fsck smartctl, hdparm and testdisk will also be of interest |

You might also look at running badblocks on your desk from the LiveCD. Be aware, though, that if your disk has many bad sectors you are best off replacing it rather than trying to repair them. Disks that are starting to go bad are often are not too far from complete failure in my experience.
