The only incompatibility is operator knowledge.

A Windows laptop is fine for running putty and/or browsers or even an X windows server (display side) or VNC client (display side): Whatever you might need for remote control of a Linux server.

Putty or X windows server or VNC client may be a tiny bit harder to find/install for Windows compared to Linux, but certainly not actually hard to find or install, just harder compared to using a Linux package manager. If you remote control your website via a browser, you obviously already have that in Windows.

hey, basically the only tools that you really need to support your site would be a FTP client. As long as you develop a website that is supported on your server at godaddy, then youll be fine. What i mean by that is stay away from ASP.net, VB style programming. You would want to go towards PHP, C++, java, ror and stuff like that. Otherwise, it doesnt matter what laptop OS your running.

Website hosted on Linux shouldn't be any concern as there are tools which allow you to connect and update/upgrade content on your website using Windows laptop. Using SSH/SCP data can be upload/download to/from website's content. You just need to know login details, that's it.
I remember we used to have our web-based internal CRM hosted on Linux Server and we used our Windows laptop to make changes to data on the web portal.
