Why not upgrade Ubuntu Server Edition 9.10 to 11.10?

I've got Ubuntu Server Edition 9.10 on my laptop with a 1.5GHz Dual-core Turion processor and 1 Gb RAM, I want
the change log and to know how much of a memory difference is there?

The Release Notes describe the features of the new release: http://www.ubuntu.com/getubuntu/releasenotes

9.10 has reached its "end of life" and is no longer supported.

Try visit the Ubuntu site and read the change log. A change log can also be read here.

Every release has a change log and they are always made available for viewing at the version publishing website. It is normally available also from the install CD.

I forgot to mention that I just want the minimal install, not even with a graphical user interface. So no desktop environment, no programs, I'll download everything manually. I'm just not server sure if 11.10 allows this.

Off course it does. That is what the server version is intended for.

Sounds like you need an afternoon with a pot of coffee and the Ubuntu Server Guide:
