why my vsftpd doesn't work on ubuntu?

Hi, I've just installed the vsftpd service on ubuntu 9.10.

in /etc/vsftpd.conf
local_enable=YES
write_enable=YES

and I have restarted the vsftpd with "sudo /etc/init.d/vsftpd restart". I could login with a username but couldn't display any file. Got the following error. Can someone tell me what went wrong? Thanks in advance.
