Why does the screen only refresh when the mouse moves


I sometimes find in a VNC session that the screen only refreshes after the mouse is moved.

VNC has to handle quite some data traffic to display GUI contents between remote systems. One way to reduce the amount of data transfer is to do it only when the user is really in front of the screen. It's useless to refresh a screen if everyone is having a lunch break.

I guess this is a feature, not a bug.
