where, when, who answer not found.

Maybe see if you have the man package installed.

$ apt-file find bin/whois

# apt-get install whois
# apt-get install man-db
# apt-get install util-linux

Assuming you meant "whereis" and are running debian. Or debian based distros with similar package names. There's also which located in the debianutils package. And tons of other utilities.
