Who maintains the online help on shell commands?

Hi there, out of curiosity I would like to know who maintains the online help on bash shell commands? and how the new commands the added? Is there any 'bash' open foundation?

The official site would be, the documents should be updated after the software is updated to a new stable release but there is no guarantee.
