Who can provide free storage for a 2Gb file. [cloud based]
Others can access stored file via a url link
Use wget to continue broken upload/download ?

That's impossible to answer. "a 2Gb file" can be pretty much anything; before even considering hosting this stuff on MY server I would like to know what it is I would be hosting, and the amount of traffic I could expect, and for how long the file would sit there.

Why don't you share it yourself on your own server, or use a free cloud storage service?
