Why not take both for a spin and decide what works best for your needs.

Do you prefer to work with a WYSIWYG editor, or do you code directly in html/CSS?

In general, I would say Windows has a broader range of WYSIWYG tools (some of which may run on Linux using WINE or CrossOver)

I don't do much web programming (I did do my own site), but I prefer to use html/css directly. I use Bluefish--one of several "smart editors".

Those stuck in a Windows environment often wind up using MS FrontPage---widely regarded in the web development community as the absolute worst web publishing tool.

Well, for the most part - the apps that you have on linux are available for windows too. And if you are willing to invest, you are likely to get Dreamweaver and Fireworks... there is nothing like that on linux. I for one am very happy with bluefish and gimp. But if I had the money and the ambition, I would use Dreamweaver (not even for the WYSIWYG part - the code-completion and library functions rock!). So even if you are not going to invest big money, it is still up to you what you want to use.

I don't see much that vista can do for you. If you have xp, stick with it for another 2 years at least.
