Could you tell me which filesystem usually contains system commands and utilities?

The Filesystem Hierarchy Standard (FHS) should answer your question but be aware that not all packages install into the standard directories.

EDIT: the FHS is about directories, not file systems, for the very good reason that the directory layout is standardised but the file systems that contain the directories vary according to what the system builder choose; maybe one file system for everything, maybe several file systems.
