Where is $HOME/.config ????????

I cant find it on my newly installed Debian distro in VirtualBox

How are you looking for this folder? If you're looking for it via the GUI, then (assuming you're using GNOME's Nautilus), you'll need to press Ctrl-H. If you're using the command line, then "ls -A" should list all files/folders in a directory.

Files/folders that start with a dot are marked as "hidden" in the file system, and can only be shown by using either of the methods above.

$HOME is also a way of referring to your home dir wherever that is or whoever you are

eg on most linux systems

on mac OSX
