Question Where do I save shared wallpaper files?

If I download a new desktop wallpaper, where should I save it so that every user of the computer can access the file?

It seems that when I save it to home/glenn/download that my kids cannot access that file to use for their wallpaper. Do I really have to download the file once for each user?
