This is one of those questions for which there can be no single answer - how different people define 'best' is different for each individual.

A better way to find out which tool will suit your needs is to write a list of features you want/need, and then ask what tools provides them. Once you have a short list of tools, try them out and find out which one is to your taste.

If you are not hung up on having WYSIWYG, then I recommend Bluefish. But, as already stated, there is no "best".

I've used Quanta which didnt let me do GUI as far as *I* could tell, but someone here told me the other day that it can! It's quite big and stuff - it has tabs for "HTML view" and so on. (it also syntax highlights). I've also used Nvu which did do GUI, yes, it was not bad at all.
