Well, it really depends on what do you exactly want to do.

For coding, most people (overall these that cares about the standards and validity of the html code) use an advanced text editor of any kind. That's what I recommend. There are literally hundreds of them, some random ones are: emacs, vim, kate, joe, elvis, bluefish, geany... Quanta is said to be more geared towards html editing, however I never liked it for some reason, just personal preference I guess.

For graphics, there are lots of tools that you can use. For bitmap editing and photo retouching, the standard seems to be the gimp. There's also krita and a few others probably.

Inkscape is pretty good at vector art.

For 3d, blender is the absolute winner.

I am not much into commercial programs, I am not a professional (not even amateur I'd say) graphist. But I know there are some around. I haven't tested them and I don't remember them right now. Some windows tools will also work under wine, however if you are into dreamweaber, I'd better recommend to just run windows.

For pixel-based graphic editor programs,

www.gimp.org is the most well-known one. Of course it is GNU licensed, meaning you can use it for free.
