What is the recommended install of Fedora 12 From Scratch

I have only a CD Drive and the system is stand alone.
Do I use the 5 CD set or Do I use the "Live" CD Thing?

Use the CD set, not the live cd. It's just the right thing to do.

If, by "stand-alone," you mean "with not connection to the Internet," that the CD set is your best option since the LiveCD only contains a fairly small subset of the applications available over the Internet. On the other hand, if you do have an Internet connection from your "stand-alone" system, then the LiveCD is easier.

And, noting SharpyWarpy's comment, above, updating your installation and adding new applications from the Internet uses fewer resources than wasting your time downloading a lot of applications in which you have little of no interest.
