I prefer Okular for reading PDFs, and ever since it was kpdf, to the others I've tried.

For creating them, I write the document in LibreOffice and export it to PDF.

Wikipedia has a list of PDF software for Linux.

I downloaded Okular and it works just fine. I also use Open Office to create files in pdf.

okular is the one that debian expects to print from a web browser. There's also xpdf, gpdf, and sometimes I find myself going a2ps and ps2pdf to create such things. Okular is probably the prettiest viewer.

1) Xpdf. It renders some pdf files which can't be rendered with poppler based PDF Viewers

2) Epdfview which uses poppler

3) Ghostscript

4) Mupdf

5) Gv

As has been often said on these forums, there is no answer to this kind of question. "Best" is most often an individual-dependent notion. Try a few suggestions and stick with the one that pleases you. If it does the job the way you want it to then you have your answer.
