What is the best Dist for a Linux Beginner

I am interested in focusing on the command line aspect of Linux and getting rid of/disabling/uninstalling all the extra fluff.

On any distro, you can open up a cli terminal session, so it doesn't really matter which one you use.
Real (non-home) servers are usually installed without a GUI.

chrism01 is quite correct. Underneath the GUI, the Linux command line is the Linux command line.

I started with Slackware, quite by happenstance, and I'm glad I did.

Once you understand Slackware, no other distro will ever intimidate you.
