I have a system 76 laptop (gazelle professional) running ubuntu 12.04. I see what looks like a built in webcam above my screen but when I open Cheese Webcam Booth it says "No device found"
lspci did not list my webcam but looking on system76 site i was able to find that F10 turned the camera on and i could use with cheese photo video booth.

They come pre-loaded with Ubuntu, so it should already be working. And looking at their site, there is even a link on their FAQ page that tells you what to do/check to turn the webcam on. Did you look? Try that?? https://www.system76.com/support/#

It probably comes disabled due to privacy concerns. I have seem people put a piece of tape to cover the lens permanently. for what I hear the NSA and other hackers have ways to remotely turn these cameras ON to spy on their users.
Maybe that is why system76 disable them so it is up to the user to enable them back.
