Web Quota + Print Quota

I'm working in a school environment and we have limited resources. I would like to set up a proxy server that will limit the users web usage. A added extra would be to be to a content filter as well as print quota on this server. Any help from any distro would be appreciated.

You can use PyKota http://www.pykota.com for print quota.

Thanks
