Question VSFTPD Am I being stooopid?

I have setup a VSFTPD server an it all apears to be running OK. I have configured so that every user has there own settings file using the
user_config_dir command.

I want to stop one of my users downloading. So i put the command

download_enable=NO in to the config.

I restart the service and try to connect.

When I enter the username and password the service says 500ops there is a problem with the config file.

Am I putting the command in wrong or i the wrong place. Any ideas welcomed?
