Viewing html pages on localhost

I have an html page page on my machine that I am trying to view. Firefox returns a message saying that

The connection was refused when attempting to contact..

can a local html page be displayed without Apache or is this a firewall issue

Thanks

If you're not running a web server you can't view the file by entering http://localhost/path/file.html in the address bar. However you can view the file by going to Firefox's File / Open File menu and browsing to the file location.
