It's not that. The floppy drive is busted and it's some weird IBM proprietary kind, it doesn't use a separate power cable and just gets its power from the ribbon cable. I tried a standard floppy out of the 400mhz but it won't take.

Is the machine in question by any chance
an old IBM box with MCA?

It's an IBM PS/1 with 80MB HD 2MB RAM and a 386; I don't think it has MCA, I'm pretty sure only the PS/2s had those, right?
