very strange apache permission problem


I have a website and a server. I downloaded a video to my server then from my server I uploaded the file to my website via ftp. When try to download the file from the website via http I get permission error
You don't have permission to access...
Now the strange part is that the permission on the file is 0644 which is enough to download the file. When I change the permission to 777 nothing changes. And another thing, I accidentally changed another file of mines permission to 777 and I'm getting Forbidden error on that file too.

So far I have tried changing permission from web and ftp and nothing changes. I still cannot download the files from my website.

Is the file in a location accessable per your DocumentRoot directive? Is the owner:group the same and the directory location the same other files which do not give you permissions problems?

now every file on the public_html gives an forbidden error
