UT keyboard config?

Well Ive been playing UT lately and it has come to my attention that I need to configure my keyboard correctly. For some reason when I try to select my control options in UT. The game interprets the quotation key and the right arrow key as the same thing . Could someone help me get UT to recognize them as two different keys. I dont have this problem in my regular desktop only when Im playing UT.
