By default, /usr/local contains the same directories as /usr (more or less).
That's it, only directories, no files. /usr/local is simply a location where you install your software or non-RPMs binaries.
If you didn't download and install new non-RPM software, there is nothing in that directory to worry about.
(Unless RedHat 9 installs something in /usr/local that I don't know about - My guess is NO).
