This dnl stuff,which should be written as download(is that so hard),have nothing to do with Gnome or KDE.It got something with the distro you are using,meaning packet menagment system.That's the reason why it's so nice to write down the distro you are using in your profile.What you should try to understand is,is your distro using rpm or deb packages,because I doubt it's any other case here.
One doesn't start to learn about something from the end,it starts from the beginning if he has any brains.
