Users appear in sudoers file but not etc/password

Hi all.

I've found an issue where multiple users in the sudoers file are not listed in the etc/passwd file. Additionally, they can sudo into the database connected to the server.

Can someone explain how this is possible?

passwd does not show users with sudo (wheel)
Code:
userx:x:1000:1000::/home/userx:/bin/bash
userd:x:1002:1002::/home/userd:/bin/bash
check the groups they are attached to instead.
Code:
userx@voided1.what~>> groups userx
userx : userx wheel bluetooth

Whose users are we talking about here? Sorry, I've got no crystal ball here.
