user management and file permission in linux


I need project leader ,teamleader and Five team member . i want create a user in such a way the
team leader have full right for the team member file .
Team member can see only their file.
project leader can have full rights to all.

give leaders sudo, and not the others.

And configure sudo only for the special privileges the leaders need and not for everything the Ubuntu does.
