user`s www dir in his home directory

how to make that all users should have www dir in his home directory, because when he is connecting over ftp, he is chrooted, ant can`t go fallow symlinks.
I'm using:
Server version: Apache/2.0.49
Server built: May 7 2004 12:14:34
