upgrading the Linux kernel question..

I run RH9 with a 2.4.20-8 kernel. I want to upgrade to the 2.6.9 kernel. I have two questions.

1. Do I have to upgrade any libraries/include files before I can do it?
2. The tar file for the 2.6.9 kernel came with a .tar.sign file. What is that?
