updating ubuntu 10.04 with apt-get still needed the update manager

I was wondering why apt-get did not fully update my system? On rebooting I checked the update manager and it had several updates to run, with generic image (or such like) high-lighted. Is this the result of apt-get's cautiousness?

Did you update before you upgraded?

sudo apt-get update && sudo apt-get upgrade

Yes I did, I always do that even before installing a simple program, eg open-invaders.Is there something so general that APT will not install when reliant on a previous invocation?
