The help function for Update Viewer describes a refresh button, and the option to view history.

Below the summary of available updates, the update viewer gives and
    indication how long ago the last check (or “refresh”)
    for new updates happened, and when updates where last installed.
 
    You can choose to manually refresh and verify the presence of
    updates by clicking the Refresh button.
  There is a option to view the history of updates including
    previous installations, removal or updates of software.
 
    Use the Update System button to install
    all available updates or use the Review
    button to review and select individual updates.
    If you do not want to install updates at this time, you can just
    close the window.

I dont find the refresh button, and the option to view history. Maybe I dont have the latest copy but I dont know what to refresh to get the latest copy.

The refresh command is in the menus. Sorry that I am not on Fedora at the moment to tell you exactly where in the menus it is, but you should find it.

just run this in the terminal

yum update

John - I did and it loaded approx 400 packages and did 740 install/updates and now it says there is nothing to update.

Thanks - that eliminated that issue.
