Unable to login to GNU Linux Via WSFTP

I am trying to login as root to my e-mail server via
wsftp to copy user e-mail inbox files to my desktop PC and is getting the error "530 login incorrect"
I understand that I might not be able to login to ftp as root. Therefore how do I set up an ftp user to be able to copy these files?

Try logging in as that user?
Personally I'd use Putty with ssh (scp) for security (encrypted shell/copy) plus not needing to run an FTP server in the first place.
