Unable to get cgi to run on Fedora 5 LAMP

Fedora 5 LAMP setup.
Two NICs;
One to provide a secure web site with dedicated https service for another web site unrelated to this issue. I mention it just FYI.

I need to enable cgi for a site we plan to migrate to this server.
I have a test file that when loaded displays nothing. No error message no code nothing. It is not executing.
I have set the Apache configuration file to execute cgi. I restarted the web server and still find the code not executing.
ScriptAlias has been modified to reflect the cgi-bin of the virtual host file.

As a Linux admin of recent exposure to the server side of things the independent learning curve is steep, needless to say.

---------------------------------------------------------------
AddHandler cgi-script .cgi
Code above has been enabled.

<Directory "/var/www/vhosts/samarkinc.com/">
AllowOverride None
Options ExecCGI
Order allow,deny
Allow from all
</Directory>

I set the chmod to -R 0777 on this dir as well.

---- now I get just a blank page.

Here is the path of the file I am using for the tests.

/var/www/vhosts/samarkinc.com/httpdocs/TESTS

the CGI file is in the TESTS directory.

Here is the URL I use: http://www.samarkinc.com/TESTS/env.cgi

Is there anything in the Apache error_log file. Generally it's in /var/log/www or /var/log/httpd. Also look at the access_log file to make sure that the request is getting through.

Do you have virtual hosting set up for your two different IP connections?

I checked the logs and there are no errors pertaining this issue. There is a warning re: cgi file being writable. . . permission I set for edits.

The second eth1 has been deactivated while I troubleshoot this issue. There will be virtual hosts on it because that is what our CPanel uses.
