Unable to edit /etc/modprobe.conf on Mandriva 2009.0 One

I am very novice to Linux and as Madriva cannot find any wifi signals I tried various methods. The latest one I've tried to do is modify the document /etc/modprobe.conf by adding the line "install ipv6 /bin/true." When I do this a message shows up saying "Permission Denied," this is in graphical mode and normal login. When I login with root it still says Permission denied. I am clueless about how I have to get the right permission to modify the document. Please help!!

I tried doing that and waited for about five minutes, but nothing happened. The same thing happens when I try to open wget.
